
Antonio Oftelie is the Executive Director of the Leadership for a Networked World Program (LNW) where he guides overall program development, produces research on innovation in policy and technology and teaches cases on leadership and strategic management.
During his time at Harvard and with Leadership for a Networked World, Mr. Oftelie created internationally recognized frameworks and maturity models for organizational innovation and value creation including the Shared Services Horizons of Value, the Public Sector Value Chain and the Human Services Value Curve.
In conjunction with LNW, Mr. Oftelie also advises senior government and business executives on organizational transformation by helping them to evolve their mission and strategy, ideate new business and service models, build adaptive capacity, and create performance and value measures. In this capacity he has directly advised four governors, five federal agencies, numerous state and local governments and private and public companies on topics ranging from IT outsourcing and shared services to homeland security and pandemic response to economic development, product and service design, organizational collaboration, government relations and public-private partnership strategies.
Mr. Oftelie holds a BS in Management and Ethics from Crown College and an MPA with a Business & Government Policy concentration from Harvard University where he focused his studies on leadership and public management at the Harvard Kennedy School and on strategic management, technology and innovation at Harvard Business School.

- Border Governors Association:Advised the California Office of the Governor and Chief Information Officer on Web 2.0 strategies for enabling policy outcomes among U.S. and Mexican Border States. 2008.
- Cisco Systems and Oakland County Michigan:Led a test of emerging policy and technology methods during a live pandemic simulation, analyzed results and produced a white paper for Cisco Systems on innovation in policy and technology. 2007 to 2008.
- National Council on Readiness and Preparedness:Advised organizational Chair, Governor James Gilmore, on regional homeland security models for preparation and response during the first 72 hours of a natural or human made disaster. 2006 to 2008.
- Environmental Protection Agency and Environmental Council of States:Advised officials on formulating a structure for their public/private partnership and created a revenue plan and pricing models for monetizing environmental data. 2006 to 2007.
