So tell us – how do you think we should proceed? Please make your recommendations in a memorandum form guided by the following instructions and rules. Winning essays will earn either a scholarship to an E-Government Executive Education program or a cash prize!

1. What strategies and goals should we employ in our economic development change effort, and what particular institutions do we need to mobilize or realign in pursuit of each goal?  For example: Should we fine tune our present programs, or change them in more major ways? We are particularly interested in ideas made credible by actual initiatives implemented or under way in other jurisdictions.
2. How should we do it? What actions will be critical to success? For example: Where should we direct our investment? Should we invest in new technology, or establish a new organization or funding source to support your recommendations? What must leaders do to make your recommendation a reality?
